You are most likely to find Launchpad at Disneyland Paris where he can sometimes be found in the Disneyland Hotel and the Hotel New York. He is out occasionally in the mornings at those hotels as well as sometimes makes an appearance at Inventions and more rarely at Cafe Mickey in Disney Village.

Launchpad also makes rare appearances at WDW but you have to be VERY lucky to find him there.
