I had the same thought as you Vectron... that this change is because of WDW... for the most part she has only been seen in parades and shows up until now so the size difference between Stitch and Angel wasn't so obvious; however, if they are going to start doing meet and greets together it would be very obvious very quickly.

We didn't notice how much bigger she was until we had a Stitch and Angel meet and greet in DLP and then it was immediately obvious.

My theory is that someone wanted Angel to match Stitch dimensionally. Since WDW is supposedly getting her soon, they opted to alter Angel somewhat instead of going back and changing Stitch, which would be more expensive. If stitch were changed, they would probably have to change him everywhere else he appears.

I would have helped Stitch first, because nobody has in nine years.

We know they have Angel in DLP and there are rumors that she will start appearing with Stitch in Animal Kingdom at WDW so we would image they will be getting the "new look" Angel as well... when anyone will see them remains an open question though.
